City manager reports on road restrictions, upcoming bids, utility projects and staffing; investigator, lead testing, and fire truck dates noted

City staff reported a series of operational updates to the North St. Paul City Council on April 1, including road restrictions, procurement timelines, utility work and public-safety staffing.
Staff reminded residents that seasonal road restrictions for heavier trucks remain in effect to protect streets and that bids for the summer road reconstruction project will open about April 7; staff said roughly 10 contractors had inquired. Electric work will include placement of higher-voltage lines and easement work along Gerald, with secondary low-voltage services remaining on existing poles. Staff said a lighting project on the Casey Lake path has five fixtures installed with a total of 12 planned once conditions allow for equipment access.
Public-safety and staffing updates included two police staff who completed training and will patrol independently, and an investigator scheduled to begin April 14. Staff said the department is finishing interviews for a community-service officer and one more patrol officer; once those hires are complete the department will be at full capacity. Finance staff reported a bond-rating call last week and that bond sale results will appear on April 15; the city closed out 2024 and opened 2025 for billing and counts and will begin budget preparation.
Public works said a student-build house is progressing with drywall and siding forthcoming and that crews will restore yards damaged by snowplow operations once weather permits. Staff also said lead service line testing will resume, with city staff offering to assist residents who do not want to conduct tests themselves. Fire staff reported three additional part-time paid-on-call hires and said the department expects to receive a new engine on June 10; staff noted plans to display the engine at the car show.
No council action was taken on these operational items; the report was informational.
