Commission to fund historical society mural, sets $6,000 contribution and calls for artists

The North St. Paul Arts and Culture Commission on April 2 agreed to fund a mural on the historical society's building and authorized a call for artists to solicit proposals. Commissioners said the historical society's mission and limited ability to contribute financially warranted full financial support by the commission, and the group settled on a recommended contribution of roughly $6,000.

At the meeting Sharon Clark Williams and other commissioners reported that the historical society had approved the idea and provided direction about the mural's historical themes and color palette. Commissioners discussed process logistics: drafting a call for artists with a clear budget, asking artists to handle building prep and permitting, and including the city and the historical society in the final selection. The commission emphasized that this $6,000 recommendation represents the commission's anticipated share and that the selected artist would be responsible for managing the full scope of work within the stated budget.

Commissioners assessed the mural program budget and said $12,000 is currently budgeted for murals; allocating $6,000 to the historical society project would leave funds available for other mural projects later in the year. The commission asked staff to prepare the call for artists materials and indicated interest in personally measuring wall square footage to provide accurate budget guidance to artists.

Next steps: staff will finalize the call for artists and distribute it to known muralists; the city will be involved in the final selection process along with the historical society and the commission.
