Arts commission sets summer and fall event dates, pivots Taste idea to a business passport and discusses volunteer needs

The Arts and Culture Commission reviewed upcoming event dates and volunteer needs at its May 7 meeting, confirming several dates and shifting the Taste of North Saint Paul concept to a business "passport" program to avoid vendor-permit barriers.
Staff and commissioners listed near-term events: Art Night (May 15; commissioners noted the candle-making session was already sold out), the art cart at the June 14 event, and the Autumn Arts Festival on Sept. 13, where staff reported organizer interest is nearing the venue's capacity (about 40 vendor slots). Commissioners said Art Night has used capacities around 15 and that the art-cart activities are popular with quick sell-outs.
Taste of North Saint Paul subcommittee members said initial ideas to host multiple food vendors in a single site encountered permitting hurdles because individual food vendors would require separate permits to operate. To keep the focus on local businesses without forcing vendors to close normal operations for a single night, the subcommittee proposed a business passport: residents pick up a passport, visit participating restaurants over a period of time to collect stamps, and return completed passports for a small reward or recognition. Commissioners suggested a small, locally produced prize or decal for finishers and said the plan would be run by staff and cleared with legal regarding raffle and lottery rules.
Commissioners discussed volunteer coverage for major events and proposed listing "all-hands" on calendar items for events that need broad participation, such as Autumn Arts Festival and the big truck night. Staff agreed to label those events as "all-hands" so volunteers know the commission seeks broader attendance (volunteer participation remains optional).
The commission also discussed joining the fall roundup parade (possible date Sept. 18) and whether to enter a decorated car or a float; commissioners noted the parade organizer has reduced the number of entries and suggested coordinating with other commissions or Parks to join a single entry.
No formal votes were recorded on event programming; staff will continue to coordinate vendor lists, permits, volunteer sign-ups and promotional efforts with communications lead Ava and will consider an intern to support outreach work.
