North St. Paul seeks new payroll and HR software after earlier vendor issues

City staff told the council the city has issued a request for proposals for payroll and human resources software intended to reduce staff time spent on onboarding and paperwork.
The city manager said the software would let employees and managers access forms and records online and ease staff workloads tied to turnover. The manager described an earlier vendor engagement that did not proceed: the vendor was undergoing internal changes, the trial became difficult to manage and staff had to undo some of the vendor’s work. That experience, the manager said, informed the current RFP and left staff looking for a more stable solution that integrates with the city’s payroll functions.
Council members and staff did not take formal action on the RFP at the meeting. The manager said staff would continue to evaluate bids and consult finance staff about payroll integration.
