Staff noted the master plan work completed around 2022–2023 and said city staff have accessed the tower recently and performed window replacements; staff also said Stantec has previously provided the most complete engineering information for the property.
Council approved the request to reengage Stantec and asked staff to return with updated scopes and fees; staff noted any work must be completed and reimbursed to meet a state reimbursement deadline (staff cited a reimbursable-by date in January 2027), so timing was part of the discussion.
