Commissioners approve 10,800‑sq‑ft indoor storage building in Harrisburg growth area

The Lincoln County Planning Commission approved a conditional use permit for a 10,800‑square‑foot indoor storage building in a commercial/industrial park located in the City of Harrisburg growth area.
Toby Brown, county planning staff, told the commission the subject property is zoned C (commercial), is largely undeveloped, and previously had a conditional use permit for outdoor storage. The applicant now proposes an indoor warehouse building with 12 units (approximately 20 by 45 feet) with heat and electrical service. Brown said the zoning ordinance requires a conditional use permit for warehousing greater than 10,000 square feet in a C zone.
Brown said staff posted the property and mailed notices; a developer in the park contacted staff with drainage questions and was advised the building permit process will address stormwater and drainage details. “We did post the property. The applicant did send notification to surrounding property owners. Did receive a call from the developer of the development. Had some questions about essentially what the application was for. And then, he as well has additional concerns with drainage within that area,” Brown said.
Applicant Matt Birch said the project began as outdoor storage and excavation last fall, but colder months delayed work and the proposal shifted to an indoor building for storage. Birch said plans include installing a secure fence and gated yard and that the applicant does not intend to continue outside storage after the building is in place. “So yeah. Just to yeah… that is in the plans to to put a fence up around the whole property and secure it and clean,” Birch said.
Staff recommended approval with eight conditions intended to address site design, access and drainage; the commission approved the permit by roll call (Commissioners Sweeter, Otten, Boots and John Lee voted yes). Brown said the building permit review will further examine drainage and any necessary mitigation prior to construction.
The conditional use permit allows indoor warehousing on the site but does not authorize any building work until the applicant secures required building permits and demonstrates compliance with the conditions of approval.
