Depoe Bay committee flags communications, connectivity and fuel trailers as priorities for Spire grant

City staff briefed the Depoe Bay Emergency Preparedness Committee on equipment available through the State’s equipment program and the Spire grant application, which closes June 2. Staff said the program offers communications and logistics equipment for loan or purchase under statewide agreements.
The staff overview listed a range of options: compact rapid-deployable communications (CRD) units that provide temporary cellular and high-speed internet, resilient incident connectivity kits (satellite and cellular combinations), trailer-mounted fuel tanks (200–1,000 gallon sizes) for refueling generators, trailer-mounted lighting systems and mobile power stations. Staff noted that similar equipment supports other coastal communities and that a shared or interagency-use model can be arranged in emergency situations.
Committee members prioritized three items for the grant application: the compact rapid-deployable communications node, a smaller resilient incident connectivity kit for local use, and a dual-tank trailer-mounted fuel tank. A staff presenter said those items would address the community’s isolation during emergencies and improve the ability to run shelters and communications from the coast.
Staff also asked the committee for letters of support; the presenter said an HOA-style support letter and up to three supporting local letters would strengthen the application. The committee agreed to provide one letter from the committee and to coordinate with staff on any additional endorsements.
No final application was submitted at the meeting; staff said grant writers were already assisting and would draft the application based on the committee’s priorities. Staff committed to return with more details about equipment-sharing agreements and any interagency terms.
