Planning commissioners discuss council feedback; commissioners call for clearer direction if council objects to decisions

Depoe Bay — Planning commissioners spent part of their April 23 meeting discussing comments from one or two city councilors who have expressed frustration with recent commission decisions. Commissioners said they want explicit direction from the council if the council expects the commission to issue different outcomes in future land‑use matters.

One commissioner said he had heard that "there is a councilor or two that, have been not frustrated or upset with us personally, but just with some of the planning commission decisions that have come through in the past" and urged that if the council wants different results, it should tell the commission. "If city council wants us to do something a certain way, then they can let us know," another commissioner said.

Commissioners emphasized that elected council members cannot directly reverse a commission’s quasi‑judicial decisions without participating in the hearing process; the correct channel for council feedback is to appear as a speaker during public hearings or to pursue appeals where permitted. One commissioner noted that appeals have occurred in the past and the commission has addressed them through the formal process.

No formal policy change was proposed. Commissioners asked staff to relay that they are open to joint meetings or clearer communication if council wants to provide guidance, and that any perceived disagreement should be handled through public testimony or the appeal process rather than informal criticism.
