Commission approves rumble-strip agreement, job advertisement, surplus sales and contracts; grants licenses, vacates right-of-way

At Tuesday’s meeting the Yankton County Board of Commissioners approved a slate of routine but operational items covering road safety, staffing, property disposition and local licensing.
Highways: The commission approved a joint powers agreement with the state Department of Transportation to install rumble strips at several county approaches to state highways. County staff said the project is fully funded with federal money and will place rumble strips at locations the county and DOT identified as beneficial to safety.
Staffing and job posting: The board authorized the highway superintendent to advertise for an administrative assistant for the highways department after the superintendent forwards an updated job description to County Administration (Gary) and the commissioners for review. Commissioners said the current longtime administrative employee is retiring at the end of June and they want a new hire in place to cover necessary payroll and timecard cycles.
Surplus property: Commissioners declared several pieces of old equipment surplus and approved listing them for auction, including a 1983 Fiat payloader and a 1994 Drosco power broom. The county noted the payloader is at the end of its useful life.
Vacating right-of-way and licenses: The board approved a petition to vacate a right-of-way for Randy Kozak. The commission also granted a new wine-and-cider retail license to MSN Enterprises LLC (doing business as Amazing Acres), after a public-hearing period with no public comment.
Mowing contract and facilities coverage: With county maintenance staff short-handed, the board approved a summer mowing contract with Green King LLC to service the county government center, safety center and emergency management building. Commissioners discussed adding the Extension/4‑H building to mowing coverage. County staff reported that the highway department will mow the Extension property immediately and the board asked staff to keep the Extension building’s mowing costs separated in that building’s budget. Commissioners estimated the annual mowing contract plus potential Extension coverage would be roughly $4,900 for the year.
Votes and next steps: Each item was approved by majority vote. The board asked staff to circulate the updated job description for the highway administrative assistant to all commissioners before advertising, and to prepare the surplus listings and auction logistics for the declared equipment.
