Staff reported receiving ten bids at the March 20 opening; ICON was the lowest responsive and responsible bidder. Appointments and consent agenda: The council approved mayoral appointments of Kent Wyatt to the CCI committee, Shannon Knight to the Economic Development Committee and Rob Coogler to the Sustainability Advisory Board. The consent agenda — which included minutes from February 18 and March 17, an agreement with Clackamas County regarding the Plastic Pollution and Recycling Modernization Act and an intergovernmental communications agreement with Lake Oswego — was also approved by motion and roll call.
2025 planning docket: The council adopted the 2025 planning docket as recommended by the planning commission and added an update to the Economic Opportunities Analysis (EOA) as a prioritized project; staff will pursue available grant funds to support the EOA update. Councilors noted the docket will guide planning staff priorities for the year and that additional items (for example, tree‑code work) can be scheduled separately.
Next steps and public communications: Staff said they will notify affected residents about project timelines and that communications plans (door‑to‑door notice, project kickoffs) will be used for the waterline work. For the ODOT IGA, staff noted additional federal phases remain to be allocated for construction; construction was described as likely several years out. For the planning docket, staff will prepare grant applications and coordinate project timelines with council and the planning commission.
