District 3 tells Yankton County it won almost $41 million in 2024 grant awards and names new staff

She noted District 3 also hosts the county—s Small Business Development Center and administers a revolving loan fund, called the Area Wide Business Council, which made 15 loans totaling about $1,400,000 across 15 counties.
Lori told commissioners that District 3 hired Shannon Virk as a community development specialist in January and said that move restored full staffing and the capacity to resume longer-term strategic projects. The report highlighted regional efforts such as hosting technical assistance for businesses seeking SAM/UEI registration and work with GIS, NextGen 9-1-1, county website hosting and brownfields and trail grant applications. Lori said District 3 distributed 70 information packages for Governor—s House units and sold 23 units regionally, noting a typical wait of about two years for that housing product.
Specific to Yankton County, District 3 submitted multiple grant applications in 2024, including projects for brownfields remediation, a regional food business center application that is currently frozen pending federal decisions, and a James River Water Development District application. Lori said 2024 was not as heavy for Yankton County as previous years but still included three Area Wide Business Council loans and continued small business counseling work with about 20 local clients.
Commissioners thanked the presenter and emphasized that District 3 staff are available to help with grant applications and other technical assistance. Lori encouraged county officials to contact District 3 with project ideas and said the agency will post its comprehensive economic development strategy and other resources on its website.
