Commission approves contracts, permits and funding agreements including JDC shelter-care contract and Mueller Pallets rubble permit

Minnehaha County commissioners on March 18, 2025 approved a series of routine and programmatic actions: a three-year contract with Lutheran Social Services for shelter-care and a reception center, a new solid-waste permit for Mueller Pallets to accept blended wood waste, purchase of six Ford F-150 responder vehicles for the sheriff's office, rural access funding agreements with Wall Lake and Logan townships, bridge grant agreements and amendments with the South Dakota Department of Transportation, and two MacArthur/Safety and Justice Challenge grant-funded service agreements for local partners.

Why it matters: the shelter-care contract provides alternatives to detention for lower-level youth and includes provisions that lower county bed demand; the Mueller Pallets permit expands a local facility's ability to accept blended wood waste and keeps additional material out of the landfill; the vehicle purchase replaces patrol units the sheriff uses in winter and off-road conditions; and the MacArthur-funded agreements continue jail-based and community reentry programming that county leaders say helps maintain jail population stability.
