Minnehaha County commissioners on April 1 approved carryover and budget-supplement requests that move unspent 2024 obligations into the 2025 budget. Susan Beeman, auditor, told the commission the county is seeking $1,404,553.19 in general fund supplements and $209,343.76 in special revenue funds to cover contracts, invoices received late, unspent grants and donation balances, and a juvenile justice center contract that will span 2025–26.
The request, Beeman said, largely reflects projects planned in 2024 where work or invoicing carried into 2025. “The resolution includes totals by fund and by department,” she told the commission and offered to go into itemized memos if commissioners desired.
Commissioner Bienberg noted the magnitude of the county’s weekly bills and the statutory obligations that account for a large share of the payments, saying the county paid more than $400,000 this week for correctional medical services and over $15,000 in attorney fees. “These are things we are statutorily obligated to pay for,” Bienberg said.
The commission held the required public hearing; no public comments were offered. A motion to approve the carryover supplements passed on a recorded roll call with the commissioners voting aye and the chair announcing “Motion carries.”
The approved supplements will allow departments to complete projects started in 2024, carry forward unspent grant and donation funds, and continue contractual obligations into 2025 and 2026, including the juvenile justice center contract detailed in the auditor’s memo.
