Lawrence County accepts Halmi Inc. low bid for maintenance road bridge; DOT concurrence required

County staff said the project — structure ID 1-118-111 — is funded by an 80/20 grant (county share 20%) and that the engineer’s estimate for the work was $994,118. Bids were opened in public and the county received multiple bid packages accompanied by bid bonds. Bidders included Dakota Ready Mix, Northstar, Heavy Constructors, RCS, Haynesworth Benning, Halmi Inc., Mainline Construction and Rogers Construction Inc.; Halmi’s $633,798.60 proposal was the lowest that met the county’s responsibility criteria.
Commissioners discussed irregularities and emphasized the award remained subject to South Dakota Department of Transportation concurrence, which is required for the grant-funded project. The board voted to accept Halmi Inc.’s bid as the lowest responsible bidder and to proceed with contract award subject to DOT approval.
County staff will forward the bid documents to DOT and complete final contract paperwork on DOT’s approval. The county’s engineer presented the bid tabulation and recommended award to the lowest responsible bidder.
Commissioners noted the county’s plan included closing the bridge in advance to construct a bypass and that preliminary work had already been completed to facilitate the bridge replacement once a contractor was chosen.
Funding for the project is part engineering estimate and part grant; commissioners discussed final contract and oversight responsibilities pending the DOT’s concurrence.
