Lawrence County approves amended joint powers agreement with Spearfish to shrink shared boundary

Lawrence County commissioners approved an amended joint powers agreement with the City of Spearfish that reduces the geographic area covered by the agreement and clarifies which activities the agreement will govern, including building permits, floodplain administration and contractor licensing.

County legal staff and a Spearfish city representative told the board the amendment shrinks the boundary the two governments share for certain regulatory functions so that both entities will use a single, clearer line rather than overlapping zones.
