Lawrence County reports contractor retainage, personnel changes and operational updates

Lawrence County commissioners approved routine bills and personnel actions, received updates on a construction retainage held on a county project, heard a sheriff's update on a facility move and U.S. Marshals paperwork, and discussed road maintenance issues and staffing changes.

During the bills approval, county staff noted a payment to RCS and that roughly $1.2 million remained in retainage tied to punch-list items; staff said partial retainage had been released and that one additional change order is expected.

Personnel actions approved included auditor's office hires and reclassifications: a new hire (Nicole, start date March 25) as a county employee grade 1 with base pay $22.33; Debbie Sargent moving to First Deputy (grade 3, base pay $32.87) effective April 6; and Crystal moving to County Employee 4, Grade 1, base pay $27.48 with an anniversary date noted. Commissioners also approved sheriff's office changes: new hire Chantel Eaton (correction officer) effective April 17 and a reclassification for Tom Derby to serve as a case manager while retaining a lieutenant role; the sheriff's staffing motion was approved.

Travel approvals included two planning-and-zoning staff (Jesse and Jessica Ward) to attend an NFIP floodplain development class in Maryland on Sept. 19, and a sheriff's travel request to send Matt Harden and Marina Cleveland to a basic SWAT operators course in Sioux Falls, March 31'April 11.

Sheriff staff reported that the facility move had gone well, that punch-list items such as doors and monument signs remain, and that the facility passed a U.S. Marshals evaluation; the county has submitted paperwork to the U.S. Marshals Service in Washington, D.C., to update the facility address and expects inmate-transfer numbers to rise after federal acceptance.

Highway and operations updates included a recent rock slide on Kirk Road that blocked one lane (county staff arranged cleanup and are getting contractor quotes for removing an at-risk tree), and continued delay of the Tippin Road gravelling project pending federal funds and a maintenance agreement with the forest service. Staff said public feedback on proposed road maintenance reductions has been limited.

Administrative notes: staff distributed resignation letters from an administrative assistant; the county plans to advertise the position and hire a replacement with overlap in early April for training.
