Council members asked whether the revision loosens any requirements; staff replied that it does not reduce safety standards and that registration procedures require each parent to complete a registration form and acknowledge program rules when enrolling a child. The first reading and public hearing were held; no members of the public spoke during the hearing. The council approved the ordinance on first reading and moved to dispense with the second reading at this meeting following a second motion and unanimous vote.
Motion to adopt the ordinance on first reading was made by Council Member Ortega and seconded by Council Member Flores; the council later moved to dispense with the second reading and adopted the ordinance on a unanimous roll call of members present.
