Round Rock council approves consent items, construction closeout, office supply contract and out‑of‑city water agreement

The Round Rock City Council approved a package of consent and resolution items Tuesday including minutes, a first amendment to an economic development agreement, a construction closeout change order, a citywide office supply contract and an out‑of‑city water service agreement.
All motions passed unanimously during roll calls that followed each motion. Motion on the consent agenda (which included approval of the March 27, 2025 minutes and a resolution authorizing the mayor to execute a first amendment to the economic development program agreement with RRTX Lake Creek Hotel LP) was made by Council member Ortega and seconded by Council member Fleming; council members Lee, Flores, Fleming, Ortega, Montgomery and Mayor Craig Morgan all voted yes on the consent motion.
The council adopted a resolution authorizing the mayor to execute Quantity Adjustment Change Order No. 4 with Jordan Foster Construction LLC for the Kinney Fort Boulevard Segment 4C project. Michael, a city staff member presenting the item, described it as a closeout change order completed in May 2024 and said the change order amount is $559,000; he reported the total contract amount after the adjustment as stated in the presentation and described the change order level as roughly 3% of the contract. Motion to adopt the resolution was made by Council member Ortega and seconded by Council member Lee; all voting members voted yes.
The council approved a contract renewal with ODP Business Solutions LLC for office supplies citywide with a term up to five years and a total not‑to‑exceed amount of $450,000. Staff member Kevin presented the item and said costs will be charged to departments' operating budgets. The motion was made by Mayor Fleming and seconded by Council member Ortega and passed unanimously.
The council also approved an out‑of‑city water service agreement with Joy Alapat for property at 3600 County Road 175. Staff explained the property is in the city's extraterritorial jurisdiction and is in the city's Weiss water CCN service area; the planned development is a church with a 1.5‑inch meter (described as equating to 5 LUEs), estimated impact fees of about $24,000, a requirement to extend water lines and a 20‑year service agreement. Out‑of‑city retail rates will apply (staff said these are double in‑city retail rates). Motion to adopt the resolution was made by Council member Flores and seconded by Council member Ortega; all members voted yes.
No items were tabled or failed. Several staff presenters answered brief questions from council members during the items, and staff noted longer closeout processes and punch list work on the Kinney Fort project.
