Round Rock Council adopts consent agenda, approves equipment purchases and water-service deal

The Round Rock City Council on Tuesday adopted the consent agenda and approved several resolutions including a parks shade-structure purchase for Old Settlers Park, a rescue vehicle purchase for the fire department, and an out-of-city water service agreement for a property on Sand Bass Road.
A single motion adopted the consent agenda, which included minutes from the Feb. 27, 2025 council meeting and three contract resolutions: a purchase agreement with Simmons Martin Emergency Group LLC for firehouse supplies and equipment; a contract with Smith Pump Company Inc. for raw water intake pump repair services; and an engineering services contract with Friesen Nichols Inc. for erosion stabilization and restoration. Council Member Ortega moved to adopt the consent agenda; Mayor Pro Tem Stevens seconded. Recorded votes were “yes” from Council Members Lee, Flores, Ortega, Montgomery, Mayor Pro Tem Stevens and Mayor Morgan.
On a separate resolution (F1) the council authorized the mayor to execute a contract with Paradigm Contracting for parks and recreation equipment at Old Settlers Park, including shade structures for tennis and pickleball courts. Chad (staff member) told the council the shade structures have an expected lifespan of 13 years and are hail- and wind-resistant. Council Member Ortega moved the resolution; Council Member Lee seconded. The vote was unanimous.
The council also approved a resolution (F2) authorizing the city manager to issue a purchase order to Simmons Martin Emergency Group LLC for a rescue truck, part of the apparatus replacement program. The vehicle was described as a rescue truck (a toolbox-on-wheels for technical rescue and vehicle extrication). The purchase price stated in the meeting was $1,411,728. The motion was made by Mayor Pro Tem Stevens and seconded by Council Member Ortega; the vote was unanimous.
Separately the council approved an out-of-city water service agreement (F3) authorizing service to property at 4400 Sand Bass Road in Round Rock’s extraterritorial jurisdiction. Staff explained the property is in Round Rock’s water service area but outside city limits; the agreement is for 20 years, charges out-of-city water rates equal to twice the in-city retail rate, and requires payment of a water impact fee. The agreement permits assignment of service rights to a bona fide purchaser only for similar use, and would require additional impact fees if the use changes (referencing clause 7.02). Council Member Ortega moved the resolution; Council Member Montgomery seconded. The vote was unanimous.
All resolutions and the consent agenda were approved without recorded amendments; staff indicated they would finalize and execute the referenced contracts and agreements.
