Council approves $25,650 contract to move historic Winfrey House to Ted R. Ware Plaza; HPC issued certificate of appropriateness

Public Works staff asked the council to approve a contract to relocate the historic Winfrey House from 750 Shady Brook to the Ted R. Ware Plaza; the council approved the requested appropriation and contract award by voice vote.
Public Works Director (presenting) described the Winfrey House as a small historic residence that had been moved previously to accommodate development and later used by a nonprofit. He said the city had received a certificate of appropriateness from the Historic Preservation Commission for the relocation and that an available plot at the Ted R. Ware Plaza will place the house so its porch faces the plaza and can be used as a backdrop for children's programming. In presenting project context, staff recounted the Winfrey family’s multi-generation ties to Grapevine civic life.
On cost and funding, staff said the relocation contract from HD Snow and Sun House Moving Inc. is $25,650 and that funds are available in the Convention & Visitors Bureau fund (Fund 301). After staff remarks a council member moved to approve, a second followed and the motion carried.
Staff said planned uses for the relocated house include a small stage/porch for programming and storage or headquarters space for the CVB; further restoration work (including returning original exterior materials and porch features) was described as part of future restoration and interpretation plans.
