Round Rock IT outlines public-safety CAD/RMS rollout, GIS upgrades and cyber steps

Ramsey, the city's information technology director, told the City Council on Feb. 27 that the department is advancing a multi-year program of upgrades that includes a public-safety computer-aided dispatch and records management system, a body- and in-car camera refresh, and substantial GIS and backup improvements.
The presentation grouped IT work into three operational divisions and highlighted current projects and timelines. "The public safety CAD/RMS project is just really kicking off into that implementation," Ramsey said, and staff is "hoping and estimating to go live with that February 2026." He added that a remote implementation week will continue next week with full engagement from public-safety staff.

The council heard project details in order of priority. Ramsey listed the major efforts now underway: the public-safety CAD/RMS implementation; a refresh of Axon body and in-car camera equipment (routers and 5G service for patrol cars are being installed now, with body cameras replaced in June); cloud-based server and backup work to achieve geo-redundancy; and upgrades to municipal court and the CityWorks enterprise system. He also described a multi-year rebuild of GIS architecture and integration work for NeoGov and Munis.
Ramsey showed CityView features added last year, including aerial imagery back to 2008 with quarterly updates from a licensing data provider and single sign-on for users. "One of our truly in-house developed applications," Ramsey said of CityView, noting it makes geospatial data accessible to both staff and the development community.
On cybersecurity and continuity, Ramsey said the city has implemented a security information and event management (SIEM) platform, new spam and phishing filters, anomaly detection for accounts, automatic malware remediation and improved patching for third-party software. He described network segmentation and plans for a second Internet service provider to support failover for critical data centers.
Staffing and recognition were part of the briefing. Ramsey said the department added six team members since last year and recognized awards won by the GIS team: a Trimble Infinity Award for CityWorks work and Esri's Special Achievement in GIS. The department reported internal-customer satisfaction scores of 88% for professionalism/accessibility and 84% for overall quality in a recent survey.
Council members thanked Ramsey and the team for their work; Council Member Fleming noted the importance of cybersecurity, and Mayor Morgan and others recognized staff contributions.
Looking ahead: Ramsey said IT will continue implementation planning for the CAD/RMS system, complete the camera refresh this year, and pursue redundancy and backup projects to support cloud services.
