Resident urges Grapevine to clarify high grass and weed ordinance to protect native gardens

At the start of the meeting, resident Tim Yatko addressed the Grapevine City Council during the citizen comment period to urge clarifications to the city's high grass and weeds ordinance and to request protections for native and xeriscape landscaping.
Yatko identified himself as a longtime local gardener and said the city should distinguish turfgrass from ornamental native plants and adopt objective definitions so native gardens are not treated as weeds during enforcement. He asked the council to implement a plan-submission process so residents gardening with intent can be formally recognized, and to create an appeal process for enforcement actions.
He said he has gardened with Texas native plants for 12 years and that anonymous complaints led to enforcement letters and citations in prior years. "Last year, I was cited, pleaded not guilty, and the case was dismissed when I provided my planting plan and explained that my taller perennials are cut back each February," Yatko said. He added that he was cited again this year as his perennials regrew.
Yatko also said the city had adopted Bee City USA in 2020 and promoted xeriscaping on the municipal website; he encouraged a transparent, inclusive ordinance review and said he will provide research he has compiled to the city attorney and development director.
The mayor and council did not take formal action on the request during the meeting. The item was entered as citizen comment; staff or council members did not announce a follow-up in the transcript.
