Resident asks council to require replacement of broken windows at blighted house

At the council’s citizen comment period, resident John Ranger told the Grapevine City Council that a house across the street from his home at 2904 Oak Forest Drive has remained boarded and damaged since a SWAT‑team incident more than two years ago, and he asked the city to change ordinances to require replacement of broken windows.
Ranger said he and his wife have worked with code enforcement but were told the city’s ordinances do not require broken windows to be replaced. He asked the council to consider amending the municipal code, noting neighboring cities cited in his materials (Bedford, Colleyville, Coppell) impose requirements the city currently omits. He provided photographs and urged council members to drive by the property.
Mayor and council acknowledged Ranger’s request; staff did not report immediate action at the meeting. The council’s citizen comment rules were read aloud reminding speakers the council is restricted from discussing or taking action during citizen comment under the Texas Open Meetings Act.
Ranger’s remarks were recorded in the public record; no formal referral or motion to amend the code was made at the meeting.
