Grapevine council approves sale of seven flood-prone Vineyards Campground cabins

The Grapevine City Council voted to approve the sale of seven surplus cabins from the Vineyards Campground to the general public at market value, council members said. Staff indicated market comps place the cabins between $25,000 and $40,000 each.
City parks staff told the council the decision follows repeated flood damage in 2024, rising removal costs and low year-round cabin occupancy compared with RV sites. Parks staff said the city converted six vulnerable cabin sites to RV sites after last year's floods and plans to sell older park-model cabins, including a converted gatehouse.
Parks and Recreation staff member Randy Sale explained the rationale at the meeting, saying, "Tonight, we are requesting approval for the sale of 7 cabins at surplus property, from the Vineyards Campground cabins." Sale told the council the units proposed for sale are largely 2006 models and have seen accelerated wear.
Sale described several factors that led staff to recommend the sales: increasing frequency and intensity of flood events that submerge specific cabin sites; high logistics and repair costs to disconnect and move cabins; recurring damage and removal time that take units out of service; and occupancy trends. He said average annual cabin occupancy is about 30–35 percent, while RV site occupancy is 85 percent or higher.
City staff said four converted cabin sites already began renting as RV sites in November after the 2024 floods and two more were expected to be converted by spring break. Staff also said the city is preparing a request for qualifications (RFQ) to analyze campground operations and possible expansion onto adjacent, higher-elevation property the city purchased to the south, and that the U.S. Army Corps of Engineers will be involved because a flood-easement applies to the land.
The motion to approve the sale passed by voice vote. The minutes show the motion carried; no roll-call tally was provided during the meeting.
Council members and staff said the city will keep newer, larger and ADA-accessible cabins and explore different cabin models or placements to reduce future flood exposure and maintenance costs.
Background: The Vineyards Campground has a mix of cabins and RV sites. Staff said the seven units proposed for sale include the most flood-vulnerable models and an older gatehouse unit converted to a park model.
