Ashley Shroyer, deputy city manager, told council the position (title pending) would coordinate public‑private partnerships, stakeholder outreach and contract administration for large projects; it would improve internal coordination among development services, public works, parks and economic development and “ensure that no balls are getting dropped” as projects move through multiple departments. Shroyer said the position will report initially to the city manager’s office and that staff will fund the role in the current fiscal year by combining salary savings from development services with economic‑development fund resources; a budget amendment and the position’s recurring cost will be included in the coming budget cycle.
Councilmembers welcomed the proposal and said a single account‑manager‑style contact would make the process easier for developers while freeing technical staff to focus on their core tasks. Council asked for the standard budget amendment paperwork with position grade and precise salary ranges; staff said those figures would be supplied when the item returns with the budget amendment.
