Addison approves share of new North Texas emergency communications center; town's share capped at 16.807%

The Addison City Council on March 25 approved a resolution authorizing an interlocal cooperation agreement with Carrollton, Coppell and Farmers Branch to fund construction of a new consolidated public-safety communications center operated by North Texas Emergency Communications Center, Inc. (NTech).
Ashley Shroyer, deputy city manager, summarized the project and the town’s share. She said a construction cost estimate for the new Carrollton facility is approximately $20 million and Addison’s maximum share would not exceed 16.807% of total construction cost, which the town’s staff estimated at about $3,300,000 (to be funded from previously authorized 2024 certificates of obligation). Shroyer said construction is expected to begin in October 2025, with service from the new building in October 2028 and a complete transition (vacating the current Carrollton building) by April 2029.
Councilmember comments welcomed the move. One councilmember noted the town’s percentage share is less than 17% and said owning a purpose-built facility is more cost‑effective than continuing to lease data‑center space. The council voted to approve the interlocal agreement and the town manager’s authority to execute it.
No additional conditions were attached; staff will finalize the interlocal agreement and coordinate project funding and the town’s share in cooperation with the partner cities.
