Bourbon County commissioners discussed a proposed set of employee procedures intended to update an out-of-date employee handbook and establish steps such as personal improvement plans, corrective actions and formal warnings.
A commissioner who drafted a procedures packet described the document as a starting point to be edited by commissioners and department heads. The draft defines scope (applying to employees who report to the board) and lays out a sequence: personal improvement plan, corrective action plan, and, when applicable, formal written warnings. The drafter said all plans would be documented and monitored by the employee's supervisor, and forms (VIP, corrective action, warning) were attached as templates.
Commissioners discussed holding a work session with department heads to edit and integrate the proposed procedures into an updated employee handbook. One commissioner proposed scheduling a full-day work session and noted flexibility in meeting times; commissioners agreed to coordinate offline and bring revised drafts back. A motion to place "procedures" on the commission agenda each week until the board reaches a stage where it can implement them passed with a second and affirmative voice votes.
The commission also discussed the status of an online rewrite begun previously and said the current packet provides a tangible place to start.
