Weatherford council authorizes up to $825,000 for Phase 1 animal shelter renovations

The Weatherford City Council authorized the city manager to execute a job order contract with Heron Construction Group LLC not to exceed $825,000 for Phase 1 improvements at the Weatherford‑Parker County animal shelter.
Eric Schumacher, director of municipal community services, presented a multi-part renovation plan that includes epoxy floor coatings in several buildings, upgraded lighting, spray-foam insulation in poorly insulated areas, new water service to improve pressure, HVAC overhauls and added mini-split units for areas housing puppies and kittens, new fiberglass-reinforced plastic (FRP) wall coatings, new adoption kennels, interior paint and repairs to sliding/“doggy” doors. Schumacher said the project aims to improve cleanliness, durability and animal comfort; construction is scheduled to be complete Aug. 21 and the shelter will remain open and operational during the work.
“New adoption kennels…should look very much improved, very crisp and clean,” Schumacher said while showing examples and photos of the proposed kennels and finishes. Mayor Pro Tem Heidi Wilder moved for approval; Zach Smith seconded. Council voted to approve the job order contract (vote tally not specified in the meeting record).
Heron Construction Group LLC is the proposed contractor and the city said the work will proceed under the city’s job order contracting program. Staff said volunteers and shelter managers support the improvements; no public opposition was recorded during the council discussion.
