Committee chairs gave the council a brief roundup of recent committee activity, reporting an unmodified audit opinion, continued review of HUD funding priorities and a Housing Finance Committee action to retain bond counsel.
Council Member Hunter, reporting for the Finance & Audit Committee, said the city’s annual financial statements received an unmodified (clean) opinion from auditors and no audit adjustments were required. Hunter said the city is considered a low‑risk auditee and that the single-audit review covered five major programs (three federal, two state) with no findings reported.
Council Member Bridal reported for the Community and Neighborhood Development (CND) Committee. Bridal said the committee continued work on the 2025–2029 consolidated plan and the program year 2025 action plan for CDBG, ESG and HOME funding, noting the city is still awaiting final HUD allocations. The committee discussed funding street‑outreach and shelter priorities but requested more outcome data for the street‑outreach program and asked staff to create a homeless task force within the CND committee to coordinate current and future needs. Bridal said the city will hold three public hearings during the 30‑day comment period and that the committee will reconvene to review public comments on March 22.
On affordable-housing work, Hunter said the Housing Finance Committee approved a resolution to retain Chapman and Cutler as bond and partnership counsel for the Arlington Housing Finance Corporation (AHFC). The committee also reviewed a developer proposal from Dominion for 279 affordable units at 1801 East Arkansas Lane; Hunter said the committee did not reach unanimous agreement and that multiple subsequent steps would be required if the developer pursues financing through AHFC — including an inducement resolution, tax‑credit and private‑activity bond allocations, zoning approvals and formal partnership documents. Hunter emphasized the approvals would not create a city obligation for the 4% tax credits under discussion.
Other items discussed in committee reports included regional transportation items presented at the RTC and mayoral participation in national conferences; those items were reported for information and no council action was taken.
