Operator Abby Rudolph said 4 Seasons already fields many vendor applications and expects a mix of produce, prepared food and floral vendors. "I have probably 3 or 4 Fresh Flower vendors," she said, adding the operator will run surveys and use on‑site management to capture vendor and customer feedback.

Staff will present the resolution and draft license agreement at the City Council meeting on March 4. If approved, vendors will apply for temporary outdoor event permits and any required health permits; staff anticipates the market's first Saturday opening on March 29.
