Council approves HDR design contract for Lift Station 24 sewer rehabilitation using CDBG funds

The Angleton City Council approved a professional-services proposal from HDR not to exceed $70,100 to design and oversee rehabilitation of the sanitary sewer collection system feeding Lift Station 24, a project funded through a Community Development Block Grant (CDBG) administered by Brazoria County.
Staff explained that the county reclassified low- and moderate-income areas during the environmental review for the prior scope (Lift Station 25), so the project shifted to Lift Station 24, which has high inflow-and-infiltration (I&I) in clay mains located under roadside ditches. The proposed work uses pipe-bursting to replace perforated clay lines with welded HDPE pipe to reduce groundwater and stormwater entering the sewer system.
Public works staff said higher I&I volumes raise pumping and treatment costs across the system by increasing electricity, maintenance and treatment chemical use; reducing I&I is therefore financially beneficial for the utility. The council approved HDR’s proposal by voice vote; staff said the CDBG funds are in place and the project will proceed with design and later construction steps.
Councilman Sarton made the motion to approve the HDR proposal; the motion passed on a voice vote.
