Angleton council approves final schematic for Abigail Arias Park, endorses phased build approach

The Angleton City Council approved the final schematic design for Abigail Arias Park and instructed staff and consultants to proceed with design development and a phased implementation strategy that emphasizes essential infrastructure in Phase 1.

Parks staff and the consultant presented a consolidated schematic that responds to public town-hall feedback and Parks Board input, preserving existing trees where possible and locating the pavilion nearer the splash pad and playground. The design includes parking, a pavilion with restrooms, a splash pad and playgrounds with topographic play elements such as a berm and slide; the plan also reserves space for a future skate element and a possible secondary entrance if adjacent land can be acquired.

Parks Director Jason O'Meara told council the proposed Phase 1 focuses on the core infrastructure: utilities, parking, the pavilion and restrooms, and basic playground and splash-pad facilities. Estimated costs for full build varied in the presentation; staff and consultants presented a phased cost estimate for a smaller Phase 1 that would be achievable with the city’s current funding and additional grant or sponsorship support.

Council members said they favored rapid movement to build a usable park footprint and then add features later. "I think we're better off building a foundation, getting things going," one council member said, urging fast action to obtain better value amid inflation. The council approved the master plan and asked staff to return with phasing details and to pursue sponsorships and grants.

The council’s vote approved the schematic so staff can continue to design development and pursue funding; the council did not commit to fully funding all later phases at this meeting.
