The Technical Review Committee voted to move a major development application for a 53‑lot single‑family subdivision on 28.2 acres along East Nursery Road to the Planning Commission.
Dewberry Engineers presented the project and told TRC staff that environmental reviewer comments had been resolved as of April 30. Planner Tim Brown said a neighborhood meeting had been held (the meeting record was added to the staff report) and that the outstanding environmental comment had been cleared. Applicant representative Richard Funtner said the team had addressed mosquito district setbacks, added access for ditch maintenance and provided for common area ownership of setback and buffer areas.
Several nearby residents spoke at TRC. Opponents questioned whether the site met the county’s neighborhood infill expectations for “vacant parcels 10 acres or less”; they raised concerns about clearing, stormwater and compatibility with adjacent low‑density neighborhoods. A resident who said his family owned part of the land cited long‑standing drainage patterns and cautioned that extensive clearing might increase flood risk for adjacent properties.
Chair Carpenter reminded speakers that the Planning Commission hearing is the public‑hearing venue for opposition testimony; nevertheless, the TRC majority found the technical submittal substantially complete and approved the staff recommendation to forward the project to Planning Commission for the public hearing.
Action taken: TRC approved the subdivision to move forward to the Planning Commission (scheduled for the next available meeting); staff will include the neighborhood meeting materials in the packet.
