City council postpones vote on age-restricted townhome rezoning after neighborhood concerns

The City Council voted April 9 to postpone action to May 5 on a rezoning application from Serenity Senior Living 2, LLC that would have changed the future-land-use designation and zoning for 2795 Clay Mathis Road to permit an age-restricted townhome development of up to 35 units.
Garrett Langford, planning staff, explained the applicant revised an earlier proposal that had included an assisted-living facility and said the latest concept removes the assisted-living component and increases visitor parking and on-site amenities such as a pickleball court and dog park. Langford said five responses in opposition and one in favor were received from owners within the required notice area; because the opposition represented more than 20% of the notice area state law requires a three-fourths vote to approve the rezoning, meaning all six council members present would have had to vote in favor.
Resident Karen Dyer, whose property borders the site, told council she supported development but said the current plan27s density and building scale did not fit the neighborhood character and suggested lower-density single-family development instead. Several council members said they welcomed further outreach and additional design changes; Councilman Merton moved to postpone the public hearing with the hearing left open for additional comments. Jeff Casper seconded and the motion to postpone passed unanimously.
The applicant requested more time to consult with adjacent property owners; Langford said the project will return to council May 5 for further consideration.
