The engineering presentation said the McKenzie/Lucas Boulevard interceptor replacement will increase capacity for new development and serve an agreement with Balch Springs; staff indicated roughly a 60/40 split of usage between Mesquite and Balch Springs for the served area.
The Police Department will purchase fleet vehicle cameras paid from the FY25 police seizure and annual police budgets (item 10). The council also authorized the city manager to finalize agreements with the Dallas County Criminal District Attorney regarding disposition of forfeited contraband under Chapter 59 of the Texas Code of Criminal Procedure (item 13). Items 14 and 15 were budget amendments to police seizure budgets — a combined figure of $223,000 was listed in the agenda for those amendments.
The motion to approve items 2–15 was offered by Councilman Kenny Green and seconded by Councilman Cliff Merton; the motion passed unanimously, 7-0. No item was pulled for separate discussion during the vote.
Council members asked clarifying questions on specific projects during the pre-meeting review and staff provided technical and timeline information (for example, the South Parkway reconstruction estimated completion in May, weather permitting). Several items carry implementation steps requiring city manager signatures, final engineering, or contract execution, and will proceed administratively under those delegated approvals.
