Waxahachie’s Planning and Zoning Commission on May 13 recommended approval of a specific-use permit to allow Altered Grounds Coffee Roasters LLC to operate a food-manufacturing coffee-roasting and packaging business at 401 South Flat Street (Property ID 170566) in a Light Industrial 2 zoning district.
Caleb, a city planning staff member, told commissioners the request (ZDC-48-2025) is strictly a land-use matter: the applicant seeks a small operation confined to two suites in a multi-tenant building and will not operate as a retail coffee shop open to walk-in customers. "The request before us tonight focused purely on land use," Caleb said.
Applicant David Ruble said the operation will use a single small roaster in Suite 2 and use Suite 1 for packaging and labeling. Ruble said he expects no more than two deliveries per week by parcel carriers (FedEx, UPS or similar) and no 18-wheelers. The business will operate with two employees from about 8 a.m. to 5 p.m., Monday through Saturday. Ruble said he plans to recycle roasted-bean chaff by providing it to local farmers for bedding.
Staff said ten notices were mailed to property owners within 200 feet and reported two letters of support and no letters of opposition. Caleb also noted staff prepared conditions of approval for the SUP, and the applicant agreed to those conditions.
During questioning, commissioners asked about parking and waste handling; Ruble said employee parking will occur in an area adjacent to the building and that the only expected waste is biodegradable chaff, which he plans to deliver to local farmers. He also said the health department indicated the primary required improvement will be a three-compartment sink.
A motion to recommend approval of ZDC-48-2025 was made and seconded; commissioners voted in favor and the motion carried. The commission’s recommendation will go to city council for final action.
