Commission approves revocation of special-use permit for bail-bond office at 216 S. Jackson

The Waxahachie Planning and Zoning Commission on April 15 voted to recommend revocation of a specific-use permit that had allowed a bail-bond agency at 216 South Jackson Street.
Planning staff said the request was brought by the applicant, Richard Schimpaugh of Ellis County Bail Bonds, who opted to remain at his current location at 104 North Jackson and sought to withdraw the earlier location’s permit. Staff said notices were mailed to 21 properties within the 200-foot buffer and there were no letters of support or opposition.
Schimpaugh addressed commissioners and confirmed he will stay at his current location and withdraw plans to occupy 216 South Jackson. After a brief public hearing with no speakers, a commissioner moved to recommend approval of the revocation (CDC-35-2025) and to authorize the mayor or city manager to execute documents. The commission voted in favor and the motion carried.
The revocation recommendation will be sent to City Council for final action.
