Planning staffer Harper told commissioners the request, filed as ZDC-13-2025 for All R and N Holdings LLC, proposes a 4-foot-by-6-foot electronic message board on a monument sign that will be 10 feet tall and 8 feet wide and that the proposal "will meet the Waxahachie lighting glare standards," according to materials presented to the commission.
The nut of the staff presentation was that the petition met the city's sign code requirements and that staff had received no letters of opposition or support. Harper said an operational plan, site plan and sign elevations were included in the agenda packet and that staff recommended approval subject to the conditions listed in the staff report.
Applicant Rajiv Raghwani, identified in the hearing as the business owner at 800 Highway 77, said the sign's finish would match the building. "The bridal, stucco, color paint, everything's gonna match the building," Raghwani said, adding that the monument sign would display tenant information and that the applicant prefers static displays rather than frequent scrolling.
Commissioners asked whether other electronic signs were in the immediate area and whether multiple tenant names would appear; staff said mapping would be checked and confirmed that the proposed sign met setbacks and height limits. No members of the public spoke for or against the request during the hearing.
A commissioner moved to "recommend approval of ZDC-13-2025 specific use permit for an electronic message sign use subject to the conditions of the staff report, authorizing the mayor and city manager to execute all documents accordingly." A second was made; the commission carried the motion by voice/hand vote.
The approval allows the applicant to install the monument sign with the electronic message board under the conditions in the staff report. Any operational limits in that report or required permits remain applicable, and the applicant must comply with the city's lighting/glare standards going forward.
