Council remands QuickTrip gasoline/convenience store proposal back to planning for further review

Waxahachie — The City Council remanded ZDC 17‑2025, a specific use permit request for a QuickTrip convenience store and gasoline sales east of 1000 Salón Road, back to the Planning and Zoning Commission for further review after developers and staff said additional agency approvals and engineering clarifications were outstanding.

Trenton, the city planner, said revised materials were submitted after the planning commission meeting and staff had not yet completed its review. "We received a set of revisions the day after Planning and Zoning Commission," he said, and staff asked for more time to vet changes and outstanding agency approvals.

Ben Williams, a representative for QuickTrip South LLC, told the council the applicant preferred to return to Planning and Zoning "so we can work directly with you on specifics as opposed to having to go back to P and Z then come back to [council]." He also said the applicant had secured additional time from the property owner to address outstanding items.

Council members focused on transportation and access questions raised by a traffic‑impact analysis and by coordination with TxDOT. Staff and the applicant discussed a needed connection to Laughlin Road and the timing of TxDOT improvements to the Laughlin bridge and associated approaches. Developers said they prefer to open when major roadway construction is substantially complete, but council members emphasized the project must address operational access and truck traffic concerns.

After extended discussion about whether to remand the item to Planning and Zoning or to continue it to a specified date, a council member moved to remand ZDC 17‑2025 to the Planning and Zoning Commission for further consideration; the motion was seconded and carried.

Why it matters: The proposal would add a major commercial use in an area where roadway access and TxDOT coordination are still in flux. Council and staff said they want a clear plan for access, approvals from outside agencies and a traffic plan that addresses truck and service‑road connections before final council action.

What happens next: The application will return to Planning and Zoning with the applicant's revised submittal and any agency approval letters; if P&Z approves it, the case will return to council for final action.
