The Waxahachie City Council approved two specific-use permits Monday allowing accessory structures exceeding 1,000 square feet in combined area in commercial and future-development zoning districts.
City planning staff presented the requests. For 1055 Lucas Street, owner Ray and Wanda Porter sought a specific-use permit to install a carport on a property zoned commercial that contains a historic single-family dwelling. Staff said the applicants designed the carport to blend with the home's architecture and noted tree and bird damage to vehicles on the driveway as reasons for the request. Planning and Zoning recommended approval; staff recommended approval subject to conditions. A council member moved to approve the SUP with a modification to a staff condition: instead of requiring a replat, the owner would submit an existing survey. The motion passed by voice vote.
The council also approved a specific-use permit for an accessory structure proposed at 3349 Howard Road. Staff described the structure as a pool house that will include plumbing fixtures (sink and toilet) but will not contain livable space and is not permitted to become an accessory dwelling unit (ADU) without returning to the SUP process. Planning and Zoning recommended approval; city staff reported two letters of support and two letters of opposition had been received. The council approved the ordinance as presented and authorized the mayor or city manager to execute necessary documents.
Both approvals carried unanimous voice votes with the council applying staff conditions described in the planning staff reports.
