Board approves amendment to reimburse Polara Health for Title 36 services during facility delay

The Board approved a contract amendment to reimburse Polara Health (West Yavapai Guidance Clinic) for Title 36 competency and treatment services the provider delivered elsewhere while the county’s dedicated facility was completed.
The Board of Supervisors approved an amendment May 7 to the county’s contract with West Yavapai Guidance Clinic (doing business as Polara Health), approving reimbursement for Title 36 services delivered outside the county facility while the county’s new building was completed.
Deputy County Manager Martin Brennan said the county and Polara entered a contract in 2022 that anticipated the county would build a facility and Polara would provide Title 36 evaluation and treatment. Completion of the county facility took longer than expected and Polara incurred costs by providing statutorily required Title 36 services at other locations. The amendment reimburses Polara for expenses incurred providing those services during fiscal year 2024.
The board voted to approve the second amendment to contract number 2020‑1475, allowing reimbursement consistent with amendment terms. The matter was handled in executive session prior to the public vote; the board approved the amendment unanimously.
