Planning staff said the Planning and Zoning Commission recommended denial after the applicant originally indicated he might use the building for overnight stays in a recreational vehicle. At the Board hearing the owner, John Easton, testified he will not live in the accessory building or in an RV on the site and said he uses the property for seasonal motorcycle trips. Staff clarified the permit seeks relief from the county planning code that generally prohibits accessory buildings without a primary residence established first.
Development Services listed standard conditions of approval: the building must be developed per codes and will require a revised site plan, environmental and technical review comments must be satisfied, and a certificate of compliance must be issued within two years or the permit becomes void. The board approved the permit unanimously.
Supervisors noted the decision is discretionary and that the applicant may later pursue a primary residence or lot consolidations that would affect development and utilities. Planning staff and the commission advised that had the overnight‑use intent been made clear earlier the commission vote may have differed.
