The Pinal County Board approved a resolution to place a San Tan Valley incorporation question on the August 2025 ballot after county elections staff certified the petitions met state requirements.
Garrett Glover, with the Pinal County Elections Office, told the board the office reviewed the petition sheets "in accordance with Title IX of ARS as well as Title 19 of ARS" and found "over 7,000 of them were valid, which exceeds the statutory minimum" needed to put the question on the ballot. Glover said San Tan Valley submitted more than 800 pages of petition sheets containing over 10,000 signatures.
The board’s action formally approved resolution number 050225-STV, placing the incorporation question before voters in August 2025. Glover also said the petitioners received required permissions from the State Land Department, which were attached to the board item.
The exchange at the meeting was brief: staff presented the verification, a board member moved to approve the item, the motion was seconded, and the board voted in favor. Chairman Miller called for the ayes; the motion passed and the meeting was adjourned.
The item completes the county-level certification step required for an incorporation question to appear on the ballot; further steps will proceed under Arizona law and local election administration rules.
