The Angleton City Council on April 8 authorized staff to award Bid No. 2025‑0404 for drainage improvements in the Taxi and Trail Subdivision to Scope 28 LLC for an amount not to exceed $211,327.10.
City staff reported five bids were opened and that Scope 28 LLC submitted the lowest responsive bid. The consultant HDR conducted reference checks and reviewed the contractor’s prior projects; staff reported positive references and recommended award. Staff also noted an 80‑day anticipated completion schedule included in the contractor’s bid.
Councilmember Booth moved to award the contract to Scope 28 LLC; Councilmember Sarton seconded. The motion passed on a voice vote with no roll‑call tally recorded.
Staff said the project is funded by an ABLC bond and that the lower bid leaves funds available for other city priorities. The contractor and project manager were present at the meeting for questions.
