The consultant HDR conducted reference checks and reviewed the contractor’s prior projects; staff reported positive references and recommended award. Staff also noted an 80‑day anticipated completion schedule included in the contractor’s bid.
Councilmember Booth moved to award the contract to Scope 28 LLC; Councilmember Sarton seconded. The motion passed on a voice vote with no roll‑call tally recorded.
Staff said the project is funded by an ABLC bond and that the lower bid leaves funds available for other city priorities. The contractor and project manager were present at the meeting for questions.
