Hector (city staff) told the council the city maintains 784 fire hydrants and that 24 were currently out of service. He described the city’s hydrant inspection, flow-testing and maintenance program and said the current approach splits the city into two survey cycles because budget limits prevent a single-year survey.
The program matters for public safety and homeowners’ insurance ratings: Hector said the city has replaced 37 hydrants and repaired roughly 30 more since the program began, restoring 67 hydrants to service overall. He told the council the primary goal is to get nonworking hydrants back into service as quickly as possible, then address aesthetic items such as painting later.
Hector said prior to the 2021 budget there was effectively no dedicated funding for hydrant maintenance; since then the city has increased the budget and used funds to pay for surveys, repairs and some replacements. He reported that a full hydrant replacement cost has risen over the last several years and now the unit price for a new hydrant and industry-installed unit is substantially higher than earlier estimates. Hector said the city typically replaces about 5 to 7 hydrants per year with the current budget and noted that vehicle strikes account for some replacements.
Fire department leadership joined the discussion. The fire chief described the department’s on-scene procedure: firefighters assume hydrants are operational and use onboard water first, then connect to a hydrant; if a hydrant is inoperable crews move to the next available hydrant. The chief said the greater operational risk is multiple hydrants in the same block being out of service, which the city seeks to avoid.
Council members asked whether hydrants that are out of service are clustered. Hector said they are not clustered and the city treats situations where adjacent hydrants fail as emergencies that receive priority replacement. He said staff is prioritizing older reports first and that crews do in-house repairs when feasible to stretch funding. Hector estimated the current pace of repairs and replacements means it could take several years to reach and maintain near-100% operability without additional funding.
Council and staff discussed better integration of hydrant status into GIS and CAD dispatch systems so crews and dispatch can see at a glance whether a hydrant is flagged as out of service or low flow. Hector said the city is working to make that information live as it transitions to a new CAD/reporting platform.
Council thanked staff and the fire department for the update and requested continued prioritization to avoid multiple adjacent hydrant outages.
