Angleton planners forward Windrose Green sections 4 and 5 final plats to council; item 5 construction plan pulled

The Angleton Planning and Zoning Commission voted March 1, 2025, to forward final plats for Windrose Green Section 4 and Section 5 to City Council for final consideration, after staff reported that the city engineer cleared outstanding comments.

Section 4 is a final plat for 65 lots across three blocks and two reserves on approximately 13.5 acres. Section 5 covers 67 lots in three blocks with one reserve on about 13.4 acres. Staff said the city engineer had reviewed and cleared textual and technical comments for both plats.

"This is a proposal for the final plat as stated for Windrose, Section 4 final plat," Mr. Spriggs, planning staff, said while orienting commissioners to the land plan and noting the engineer's clearance. Marco Galgo, who identified himself as a representative of Windrose Green, told the commission that sections 1 through 3 are complete and that construction wrapping for sections 4 and 5 is underway.

Commissioner Clark moved approval of the Section 4 final plat "subject to any outstanding engineering and staff recommendations being cleared and satisfied by the applicants and forward to the City Council for final consideration and approval." The motion was seconded by Commissioner Berry and carried by voice vote.

Commissioner Berry then moved approval of the Section 5 final plat with similar conditions; Commissioner Spohr seconded the motion, which also carried by voice vote. During the meeting staff also announced that Item 5 (a construction plan request) was being pulled at the request of administration so staff and the applicant could coordinate further before returning the item.

Both plats will proceed to City Council for final action.
