Council authorizes Parks Dept. to apply for Partners in Places grant and approves new PID account

The Angleton City Council on Tuesday authorized the Parks & Recreation Department to submit an application for the Partners in Places grant (round 22) and approved the creation of a new bank account for the Riverwood North Public Improvement District.
Parks staff and a partner nonprofit, the Angleton Restoration Project, presented the Partners in Places opportunity and said the city has $2 million already allocated from the ABLC 2024 bond toward Abigail Areas Park. Parks recommended pursuing the two-year grant option and requested council's authorization for a 50% local match if awarded. Gary Dickey (Angleton Restoration Project) was present as the nonprofit partner; staff said the grant would fund green stormwater infrastructure elements of the park plan, including native landscaping, irrigation improvements and possibly a recirculating splash pad or a holding tank to re-use splash-pad runoff for irrigation.
Council moved and approved a motion authorizing the Parks Department to apply for up to $150,000 under the Partners in Places round-22 grant with the Angleton Restoration Project as the frontline community partner. The motion was moved by Mayor Tim Townsend and seconded by Councilman Booth; it carried on a voice vote.
Separately, Susie (staff member) requested and received council approval to open a new checking account at First State Bank for the Riverwood North PID so the city can segregate and track PID funds. Councilman Bill moved to open the account, seconded by Councilwoman Daniel; the motion passed.
Staff said any grant award would be administered by the city and that all grant funds would flow to the city; the partner nonprofit would serve as a required frontline community partner but would not receive the grant proceeds directly. Councilmembers asked staff to check for any conflict-of-interest considerations related to local volunteer or board affiliations and confirmed the ABLC bond dollars were already allocated to the park project and could serve as the local match if the grant is awarded.
