Council rezones 105 Cemetery Road to PD for RV and boat storage with design conditions

Angleton City Council on Jan. 14 voted to approve Ordinance 20250114-014, rezoning a parcel at the rear of 105 Cemetery Road from multifamily (MFR-29) to a Planned Development overlay with a light industrial base district to allow RV and boat storage.
Planning staff said the application had previously gone before the planning commission, which recommended approval with conditions including buffering, screening and an explicit prohibition on overnight dwelling. The ordinance requires any future site plan to return to the planning commission for technical review; planning staff and the applicant will address access management, fencing, and landscape requirements during site-plan review.
During the public hearing and subsequent council discussion, councilmembers asked for stronger fencing standards on the perimeter facing the new park. Councilmember Booth and staff discussed specifying masonry pilasters at corners and intermediate masonry anchors with wood panels between them. Staff said the ordinance already includes site-plan provisions and that the planning commission and staff will exercise those tools during the site-plan review process; staff signaled willingness to carry council's preference for masonry anchors into the design-review phase.
Councilman Booth moved to approve Ordinance 20250114-014; Councilman Sarton seconded. The motion carried.
The ordinance includes the rezoning conditions and a site-plan requirement; staff said it remains subject to the planned-district conditions in the ordinance and must meet applicable landscaping, stormwater and access standards before any construction or use begins.
No vote tallies were read into the record; the mayor announced the motion carried.
Council and staff noted the requirement that site plans return to planning commission for on-site plan approval and that some minor plats related to access will be administrative. The council asked staff to convey the council's fence-design preferences to the applicant during site-plan review.
