City slows plan to ‘dress up’ utility easements after resident concerns, drainage issue

John Lettler, director of Development Services, told the council staff coordinated a meeting with property owners north of Main Street to discuss the possibility of enhancing 10‑foot utility easements that run east‑west behind homes.
Lettler said most residents who responded to a survey opposed having people working or walking behind their homes. He also said one homeowner who had already placed improvements in the easement created a drainage problem that led to water ponding; staff said that can lead to mosquito issues during West Nile season. Based on the feedback and the drainage concern, staff concluded the easement‑dressing idea is off the table for now.
Lettler said staff is available to answer council questions on the development report but did not request council action on the utility‑easement matter at this meeting.
