Village Presidents’ Council hears constables on scooter safety, asks township to pursue legislative input

The Village Presidents’ Council updated the board Feb. 20 on a recent meeting with Montgomery County precinct constables about motorized scooters and rider safety.
A board speaker summarized that constables and commanders explained the limits of local enforcement, saying the matter is governed by state law and that local agencies can generally enforce scooter activity only to the same extent they can enforce bicycle laws.
“...it really is a state law and a state issue that we have very little control over,” a council speaker said, describing the constables’ presentation. The speaker and several directors expressed concern about high‑powered scooters operating in pedestrian areas and noted safety risks for elderly pedestrians and children.
Directors asked that the township’s government‑affairs staff raise the matter with state legislators, including Representative John Toth and Senator Brandon Creighton, to explore potential statutory changes. The board approved the Village Presidents’ Council report and directed staff to pursue legislative engagement on the issue.
The council report recommended continued coordination with law enforcement, public education on scooter rules and a legislative approach because municipal ordinance authority is limited for the township.
